Uttar Pradesh Cabinet Approves 27 Key Decisions; New Startup Policy, Cashless Healthcare for Home Guards, and Livestock Insurance Scheme Get Green Signal

Lucknow: The Uttar Pradesh Cabinet, chaired by Chief Minister Yogi Adityanath, approved 27 significant proposals during its meeting on Monday, paving the way for major reforms in entrepreneurship, healthcare, agriculture, sports, and infrastructure. The decisions were announced jointly by state ministers Suresh Khanna, Sunil Sharma, Dharampal Singh, and Anil Rajbhar.

New Startup Policy Approved

The Cabinet approved a new Startup Policy aimed at strengthening Uttar Pradesh’s innovation ecosystem. Under the policy, startup ventures will receive capital assistance of up to ₹20 lakh, which can be extended to ₹50 lakh in special cases. Startups will also be eligible for reimbursement of up to ₹2 lakh annually for cloud services.

To further support entrepreneurs, the state government will establish a dedicated ₹1,000-crore Startup Fund, designed to encourage innovation, investment, and job creation across the state.

Separate Body for Startup Mission

The government has also decided to create an independent institution to manage the state’s Startup Mission. Until now, the mission was being administered through UPELC. Under the new arrangement, a governing body headed by the Chief Secretary will oversee its operations. The Cabinet also approved a new Data Policy focusing on data security, protection, and domestic data storage.

Cashless Healthcare for Home Guards

In a major welfare initiative, the Cabinet approved cashless medical treatment of up to ₹5 lakh for Home Guards and their dependents. The decision is expected to benefit thousands of Home Guard personnel and their families by reducing healthcare-related financial burdens.

Livestock Insurance Scheme for Farmers

Providing significant relief to farmers, the state government approved a livestock insurance scheme covering deaths caused by disease, epidemics, or accidents. Insurance claims will be settled within one month of verification.

The insured value of animals has been fixed at ₹75,000 for Murrah breed cattle, ₹65,000 for Sahiwal cattle, ₹60,000 for Gangatiri breed animals, ₹50,000 for other cattle, ₹40,000 for bulls, ₹20,000 for calves, and ₹6,500 for small animals such as rabbits.

The scheme will be jointly funded, with the Central Government contributing 51 percent and the State Government providing 34 percent of the premium support.

New ESI Hospitals and Medical College

The Cabinet approved the transfer of land free of cost for the establishment of 100-bed ESI hospitals in Gorakhpur and Moradabad. It also cleared the proposal for setting up an ESI Medical College in Varanasi. Notably, 50 percent of the seats in the medical college will be reserved for children of workers covered under the ESI scheme.

Direct Government Jobs for Olympic Medalists

To promote sporting excellence, the government approved direct appointments for Olympic and Paralympic medal winners in various government positions. Eligible athletes will be recruited directly to posts such as Sports Officer, District Youth Welfare Officer, and Deputy Sports Officer, outside the regular Public Service Commission recruitment process.

Approval for Three New Private Universities

The Cabinet also approved the establishment of three new private universities in the state. With these additions, the total number of private universities in Uttar Pradesh will rise to 56, further expanding higher education opportunities.

Other Major Decisions

Among other notable approvals, the Cabinet sanctioned the renaming of Jalalabad town in Shahjahanpur district as “Parshurampuri.” It also approved free allocation of 20 hectares of land for a horticulture college in Raebareli, with an estimated state investment of ₹50 crore.

The government further authorized municipal bonds worth ₹80 crore for Gorakhpur Municipal Corporation and ₹50 crore for Moradabad Municipal Corporation. In addition, washing and uniform allowances for eligible personnel will be increased by up to 50 percent.

The Cabinet also approved an increase in the maximum pension of the Chairperson of the Uttar Pradesh Public Service Commission to ₹1.12 lakh per month.

The decisions reflect the state government’s focus on entrepreneurship, farmer welfare, healthcare access, sports promotion, urban development, and educational expansion as part of its broader development agenda.
